The Transit Core Competencies Curriculum (TC3) serves as a bridge, providing the critical connection in a pathway leading from general academic and personal competencies developed in school or through workforce development programs to specifically transportation and transit-focused training and education. Designed in a student and instructor-ready interactive and hands-on modular format that can be used in a variety of settings, TC3 helps prepare participants for entry into and success in early training pre-apprenticeship and apprenticeship programs that provide the foundation for frontline careers in the industry. Building upon and strengthening both personal competencies (often called “soft skills”) and basic academic competencies in applied contexts, the TC3 modules provide an initial overview of the industry and of workplace practices and then focus on establishing and strengthening basic required competencies in transit-related technology and maintenance.
The Transportation Learning Center has implemented TC3 in partnership with local public transportation agencies, unions, schools/educational institutions and/or workforce development agencies.

The purpose of this module is to provide participants with an overview of the nature, functions and benefits of the public transportation industry, with a focus on opportunities and careers in public transportation.
The purpose of Module 2: Workplace Relations is to provide participants with an overview of how to work well with peers in the public transportation industry.
This module introduces the participant to the health and safety concerns that may be faced as a public transportation maintainer. This module will cover the methods that employers use to eliminate or reduce the hazards, sometimes called exposure, including transit workplace practices, policies and regulation. The first part of this module will cover health hazards and some methods of controlling them. In the second section, we will talk about safety and physical hazards, and the regulations and policies that are applied. Finally, we will review security concerns and the maintainer’s role in keeping the workplace safe for themselves, for fellow transit employees, and for passengers.
The purpose of Module 6: General Electrical Theory is to provide participants with an overview of electrical theory and how it relates to public transportation careers. This module provides participants with a basic knowledge of the electrical principles as applied to simple alternating current (AC) and direct current (DC) circuits. After a general introduction to electricity, the focus is on electrical safety. This study will include a look at basic theory related to electricity, circuit diagram arrangements, electrical units of measurement, basic electrical laws, as well as an introduction to electrical symbols.
The purpose of this module is to provide participants with an overview of maintenance requirements related to publictransportation.
The purpose of Module 8: Tools and Material Handling is to provide participants with an overview of the tools and materials needed to perform inspection and maintenance on public transportation equipment and facilities.
The purpose of Module 4: Public TransportationTechnology Overview is to provide participants with an overview of the types of technologies in the public transportation environment.
The purpose of Module 5: Basic Mechanical Theory is to provide participants with an overview of mechanical theory as it relates to public transportation.
The purpose of Module 9: Public Transportation Vehicle Maintenance is to provide participants with an overview of the types of maintenance performed on public transportation vehicles.
